Integrated Logistics Support

Metters Industries, Inc. provides logistics life cycle support for all elements of the logistics functional areas. Our success has been realized by our in-depth understanding of logistics processes from a strategic and tactical perspective as well as our end-to-end support of logistics operations including: front line logistics support to soldiers in the field; logistics infrastructure support; logistics engineering; and logistics acquisition. Metters Industries provides expertise in all logistics disciplines and has particular capabilities in supply support, maintenance engineering, training, and training equipment. Metters Industries provides professionals at all levels including: program managers; analysts; logistics engineers; financial analysts and managers; and technicians who are expert in logistics support analysis and acquisition logistics, and are knowledgeable in DoD 5000, MIL-STD-1388, and MIL-HDBK-502 guidance and policy. We have certified professionals in specific logistics discipline policies, procedures, guidance, and implementation. We provide sophisticated tools and technologies such as Business Process Reengineering (BPR) methodologies, Enterprise Resource Planning (ERP), Supply Chain Management (SCM), and Customer Relationship Management (CRM) to modernize, streamline, and improve specific logistics infrastructure components as well as enterprise-wide logistics systems. Metters Industries has a long history of being at the forefront of applying automation technology to improve logistics business processes and better utilize logistics resources. Configuration Management
Metters has provided support to the Department of Veterans Affairs for configuration management and change control at the enterprise and project office levels. This included development of configuration management policies, procedures, and plans. Metters developed a publications numbering system, a baseline life cycle process, a CM library process, a configuration control board charter, and configuration identification procedures. Metters provided inputs to the Serena Dimensions CM tool, and assisted with capacity planning and deployment planning.

 

Logistics Support of Information Systems

Metters has a significant support role for CECOM and LSSO (formerly LSSC) as a prime contractor and now a first-tier subcontractor to CSC in the following areas:

§  Legacy Commodity Command Standard System (CCSS) sustainment and upgrade and sustainment of the modernized system as it is brought online.

§  Wholesale logistics client-server open system migration.

§  Legacy CCSS System interfaces design/development.

§  Education and training of government and contractor personnel on the modernized system.

§  Business Process Reengineering/Model of the CCSS.

§  Onsite management of CSC Team at the CECOM LSSC in St. Louis, Missouri.

§  Ongoing systems administration of the legacy and modernized systems.

Metters performed complete life-cycle management and acquisition support including systems analysis, design, development, implementation, operation and regular upgrades. This support included systems planning (e.g., mainframe, mid-tier, and PC platforms) and providing inputs to planning teams and participating in resulting actions. Metters also developed a wide range of technical documentation. DoD-7935 and later releases have been used as the standard for User Manuals, Operations Manuals, Functional Descriptions, Program Specifications, and Implementation Guides. Additionally, Metters developed automated help facilities and automated User Manuals to support system utilization.

 

Automated Test Equipment
Metters has designed and produced automated test equipment for DoD, specifically an AIM-9 (Sidewinder) Guidance Control Section Missile Test Set. We also provided the NAVAIR Systems Command H-60 and F/A-18 program offices engineering support services that included recommendations for initial planning, acquisition and life-cycle management of a full range of support equipment. This included TMDE, test program sets (TPS), and Automated Test Equipment (ATE).

 

Supply Support

Metters supported the U.S. Coast Guard HH-60H logistics and acquisition program for more than eight years by providing financial and logistics analysts to the Coast Guard Navy Liaison Officer at the PMA-299 Program Office. We provided mission analysis, logistics support, and financial analysis support for programs such as introduction of the new Forward Looking Infrared (FLIR), Pilot Night Vision Goggles (NVG) and NVG compatible instrumentation, Wire/Cable Cutter Retrofit, and other operational and support upgrades. Metters also provided significant integrated logistics support for the Naval Air Systems Command (NAVAIR) and configuration management support the Naval Air Warfare Command–Weapons Division (NAWCWD). 

In the Logistics Support Analysis (LSA) area, Metters investigated advanced development programs to include identification of cost and readiness drivers and the development of criteria and methodologies for estimating logistics costs.  We recommended updates to LSA at the weapon system level that affected design and operational concepts and identified logistics support resources for alternative concepts.

In the Product Support area, we reviewed and analyzed operating and maintenance processes and procedures to identify systemic problem areas and provide recommendations for functional, technical, and programmatic improvements.  We recommended actions to resolve fleet problems including in-service maintenance problems, reviewing and assessing naval aviation maintenance discrepancies, providing support for engineering investigations, and integrating these requirements into the change process.

 

Training and Training Devices

For the Marine Corps MTVR program, Metters developed an integrated training system to support Marine Corps ground vehicle maintenance. The program is a large scale, multi-phase, and technologically diverse program requiring tight integration of prime and subcontractor efforts to produce required results. The program features a distributed learning system, centralized configuration and performance tracking system, intelligent training devices, and electronic learning environment. The program features automated built-in fault measurement and tracking, worldwide system support, integrated software and database management systems. The customer intent was to develop a system that was transforming and had an effective Return on Investment (ROI) measured in terms of reduced costs and personnel.

Under this effort, Metters performed the training requirements analysis; conducted preliminary, and later detailed, design discussions; and developed both the physical hardware maintenance training systems and the computer managed instructional systems. Design/development tasks included the application of instructional theory, models, and instructional safety to select appropriate media; the allocation of requirements to specific design elements; the performance of trade-off analyses for hardware and software approaches; the development of hardware/software and systems designs; the development of the computer managed instruction; the development of the electronic classrooms, and the development of the hardware training systems. The production of the training devices entailed Metters’ developing all the training courseware (the majority is online rather than hard copy), including instructor training materials student curriculum, course syllabus, and testing materials.  We developed 750 hours of computer-based training; developed more than 5,000 computer-generated graphics; and designed and installed 10 electronic classrooms.

 

Logistics Support Technical Data

Metters has provided a broad range of project support services that included the technical documentation needed to support engineering and analytical tasks for Navy aircraft and air launched missile and weapon systems. This experience includes tasks relative to all logistics disciplines using MIL-STD-1388 and MIL-HDBK-265 as guidance. Three specific areas of interest include logistics support technical data, MANPRINT planning, and technical publications.               

Other logistics support technical data included ILS Plans (ILSPs) and planning.  We researched existing program documentation and developed ILSPs recommendations for all logistics elements. Specific ILSPs developed include SH-60B, SH-60F, HH-60H/J, Airborne Low Frequency Sonar (ALFS), SH-60B Block I Upgrade, SH-60B Block II Upgrade, Forward Looking Infrared (FLIR) System, Penguin Missile, Mission Data Playback System (MDPS), and HH-60H Wire Strike.  We performed system and equipment analyses to determine maintenance support concepts and provided recommendations for ILSP incorporation.  ILSPs included all major ILS planning and milestone information for achieving program goals and objectives.

 

Computer Resources Support

Metters provides a broad range of technical support services to the Naval Air Systems Command (NAVAIR)/Naval Air Warfare Center Aircraft Division (NAWCAD) community to include Program Management Support, Life-Cycle Management (LCM) Support, Oracle Programming, UNIX Systems Administration, and training for a variety of business applications including logistics, configuration management (CM), and security.  We support the following areas: (a) technical and management plans for all deployments of CMIS, (b) customer support for all deployments, (c) sustain baseline product and supporting documentation, and (d) maintenance of system-to-system interfaces.

We provide the following database support for the continuing operation of the CMIS laboratory: (a) Systems Administration, (b) Oracle Database Administration, (c) Documentation Library Administration, (d) Software Configuration Management, (e) Help Desk, and (f) training and demonstrations. Additionally, we answer and respond to the CMIS Help Desk questions.  We have also provided training development and support to NAWCAD Information Management Department (IMD) for corporate applications. Metters provides data migration support for various sites to CMIS.  We also maintain system software and CMIS lab development environment to support the correct execution of all CMIS application software.

 

Packaging, Handling, and Storage, and Transportation
The large-scale, multi-phase, and technologically diverse Marine Corps Marine Tactical Vehicle Replacement (MTVR) program required Metters to provide expertise for the packaging, handling, and storage functions of MTVR. Our tasks included set up of demonstration training facilities and planning for the training device drop shipments needed for outlying training facilities. For example, as part of the test and acceptance requirements for MTVR, Metters set up a complete demonstration training facility at its Orlando site.  This included a complete training room with instructor station and student stations (these were used to conduct maintenance and operations training for instructors, operators, and maintenance personnel) and a complete MTVR trainer including all modules.  We operated and maintained this system during the trainer and operator training phases.  Later we disassembled the complete system, packaged it for shipping, and shipped it to Camp Johnson.  There we unpacked, reassembled, and installed the complete system, and initially were responsible for the maintenance and operation for the customer.  This acceptance testing and relocation process was then repeated for each MTVR training system purchased by the customer.  Work on this contract included packaging, handling, and storage (PHS). We arranged drop shipments for 460 instructor/student personal computers; and arranged packaging, handling, and storage for 64 maintenance training devices. We also arranged long-haul transportation support for the 64 maintenance training devices, which included 30 semi-trailer loads.

 

Continuous Acquisition and Life Cycle Support

We have supported programs such as the Navy Fleet Modernization Program Management Information System (FMPMIS), the F/A-18E/F and H-60 programs, and various communications programs for commercial and military customers.  This support includes Continuous Acquisition and Life Cycle Support (CALS). For the tasks on the PMA-299 contract, Metters assessed new and emerging technology to routinely acquire and display logistics and technical information in digital and optional form for new weapon systems. We also researched and identified technologies capable of integrating the engineering and logistics information into interactive digital databases and displays.

Metters Industries has supported the H-60 and H-2 programs and provided ongoing cost analysis for all aircraft platforms.  We performed total Life-Cycle Cost (LCC) analyses including development and fielding costs for all research, test, development, and evaluation (RTD&E) accounts; Acquisition Costs for all Aircraft Procurement and Navy (APN) accounts; Operating Costs for all Operations and Maintenance, Navy (OM&N) accounts; and Weapons Costs for all Weapons Procurement, Navy (WPN) accounts.

 

Logistics Program Support

Metters consolidates, organizes, and maintains an extensive database of acquisition, budgetary, program execution, and contractual status information. Using this support data, Metters conducts independent research and engineering analysis of the Multi-Mission Helicopter technology for the Naval Air System Command (Air 3.1) and the Multi-Mission Helicopters Program Office (PMA-299). The Integrated Logistic Support Process Assessment tasks we performed on this contract include conducting independent assessments for Air 3.0 competency process and procedures as related to establishing, implementing, and managing integrated logistics support (ILS) resources and programs. We also evaluated process modeling tools and technology to identify those with direct application to Air 3.0. Other Logistics Program Support tasks that we performed include developing and recommending implementation actions by preparing draft program support plans; reviewing and analyzing acquisition planning and procurement alternatives, and then recommending revisions to long-range planning documents; providing support to Program and Logistics Management reviews by providing backup technical documentation, preparing briefing materials including vu-graphs, lap briefs, and PowerPoint presentations for weekly and monthly meetings. Additional support that we provide includes taking minutes, distributing action item listings, and conducting follow-up item tracking support.
